- The California Public Utilities Commission, also known as the CPUC, regulates privately owned electric, natural gas, telecommunications, water, rail transit and passenger transportation companies. Its communications division assists the commission in developing and implementing policies to promote competition to address regulatory changes by state and federal legislations. Through the Consumer Protection and Safety Division, the California Public Utilities Commission oversees licensing, safety procedures for hot-air balloons and the air and land carriers of passengers and household and industrial goods.
