The ""pay for a rating"" is a huge misconception in regards to what the BBB actually does. They have non-members with A ratings, but somehow the media and the ill-infomed consumers overlook that for their own benefit. Doesn't seem to make sense.
The BBB is still a great venue that I use everytime I have a large business transaction. Hasn't failed me, yet.

The Better Business Bureau has always been recognized as an organization to protect consumers from companies with a bad business ethic and record. What consumers don't realize is that the BBB is not a governmental run organization. They are a profit make institution. It charges businesses to become members. If a company does not pay to join the BBB, the company will receive a low rating. Once a company does pay to become a member, it will receive a higher grade. This is misleading for the consumer.
