Hi my name is David, I have done some work in the past for the managemet. I can honestly say they try their best to cater to their tenants. I have been in some of the apts. that were vacant and occupied. Believe me they were disgusting because of the tenants that lived or lives ther! We as tenants are supposed to cover a bare floor up to 70% with carpet. The reason is to control the noise limit. Most of all we should keep our apt. clean and up to par. Don't forget we are not landlords and who are we to judge. I have been around some landlords sly and slum they are.
