This is usually because the heater/air-conditioner is extremely dirty do to lack of service in the past. Effective filtration is the easiest way to prevent most of the dirt. I especially like to keep the return as well as the supply duct clean, using filter grills. They filter out the dirt before it enters the air return duct.
