The Mayor’s Commission on Literacy operates the "Books for Babies" program in three Philadelphia hospitals.

The program provides new mother’s with a packet containing a book for a newborn baby, a coupon for a second book at the first wellness baby visit, a child’s first library card form, a bib and pertinent information about a parent’s role as a child’s first teacher.

The program is implemented at The Children’s Hospital of Philadelphia, Pennsylvania Hospital and the Hospital of the University of Pennsylvania.

The program is also being used as a tool in a study that will research the link between adult literacy and health literacy. The study is being conducted by a leading family practice physician working with both The Pennsylvania Hospital and the Hospital of the University of Pennsylvania.
