- Northwestern Ohio Community Action Commission, located in Defiance, Ohio, is one of more than 50 community action agencies in Ohio. The agency is a private, nonprofit corporation organized in 1965. Its function is to plan, develop, and coordinate programs and services designed to help predominantly low-income people in Defiance, Fulton, Henry, Paulding and Williams counties in Ohio become more self-sufficient. The agency has several locations within its five county area. Its emergency services include heating and cooling costs, commodity food services, services for the homeless, individual development accounts, and housing and weatherization. It also operates the Paulding County Senior Center, a multipurpose center that provides support services. The services include health assessments, information and referral services, educational programs, transportation for medical or service appointments, community-based services, and personal care and homemaker services.
