The North Dakota lottery program began in 2004, and since then, North Dakota has participated in 4 multi-state lottery games through the MUSL, or Multi-State Lottery Association. Interestingly, these multi-state games are the only types of lottery allowed by the North Dakota state government. This gives North Dakota the distinction of being the only state in the United States that allows multi-state lotteries, while at the same time not allowing local or state lotteries. North Dakota is also one of the few states in the U.S. that has no form of scratch-off lottery program.
North Dakota started participating in these multi-state lottery programs in 2004, beginning with the the Powerball game, as the result of a 5th attempt to vote the game in. The game was voted in as a means of raising government revenue without having to increase the taxes of the residents. Since the vote, the state has begun participating in 5 games, including Powerball, Wild Card 2, 2by2, Hot Lotto and Mega Millions.
As with any state lottery program, the proceeds from the North Dakota state lottery are used to fund many government initiatives and administrative costs. The state of North Dakota has had quite a few lottery winners, but no one has ever taken home a jackpot drawing.
