The North Dakota lottery program began in 2004, and since then, North Dakota has participated in 4 multi-state lottery games through the MUSL, or Multi-State Lottery Association. Interestingly, these multi-state games are the only types of lottery allowed by the North Dakota state government. This gives North Dakota the distinction of being the only state in the United States that allows multi-state lotteries, while at the same time not allowing local or state lotteries. North Dakota is also one of the few states in the U.S. that has no form of scratch-off lottery program.

History of the North Dakota Lottery

North Dakota started participating in these multi-state lottery programs in 2004, beginning with the the Powerball game, as the result of a 5th attempt to vote the game in. The game was voted in as a means of raising government revenue without having to increase the taxes of the residents. Since the vote, the state has begun participating in 5 games, including Powerball, Wild Card 2, 2by2, Hot Lotto and Mega Millions.

The North Dakota Lottery Proceeds

As with any state lottery program, the proceeds from the North Dakota state lottery are used to fund many government initiatives and administrative costs. Proceeds are also used for commission kickbacks to the retailers that distribute the tickets for the game. The breakdown of where the money from the lottery goes each week is as follows:

  • 52% of all of the proceeds go to pay the people who win, or to create larger jackpots.
  • 10% of the proceeds are used to help pay for the state’s contracted service needs.
  • 5% goes to compensate the retailers through commission programs.
  • 3% covers all of the operating and administrative expenses for the program.
  • Another 3% covers all of the program’s advertising costs.
  • 1% is used to fund the state’s gambling addiction prevention programs.
  • 2% goes into the fund for the Multi-Jurisdictional Drug Task Force.
  • 1% is stored in state prize reserve holdings.
  • Finally, 23% is allocated and used each year by the state’s general Fund.

Big Lottery Winners

The state of North Dakota has had quite a few lottery winners, but no one has ever taken home a jackpot drawing. As of 2010, the winner who has netted the biggest win got lucky in December of 2009: George Nelson won just over 1.6 million dollars.
