History of the Iowa Lottery

Legislators received the okay from the people of Iowa to initiate the Iowa State Lottery in April of 1985. In August of 1985, the first tickets for the lottery were sold to the public at the Iowa state fair. In its first week, the Iowa Lottery sold 6.4 million tickets to players across the state.

The Iowa Lottery now provides jobs for approximately 117 people at its headquarters in Des Moines and across the state at its regional offices in Mason City, Cedar Rapids, Council Bluffs, and Storm Lake. The Iowa Lottery also sells tickets for games in three categories. These categories are instant scratch, pull-tab, and lotto games. The tickets for these lottery games are sold at more than 2,500 stores across the entire state of Iowa.

Iowa State Lottery Proceeds

Unlike the proceeds from the lottery of many states, Iowa State Lottery proceeds do not just go to state educational programs. While some of the money is contributed to education, there are three programs that the money goes to.

  • The first program is the Iowa State Veterans Trust Fund. This fund was established to help qualified veterans with job training or college tuition, dental, vision, or hearing assistance, and counseling programs for individuals and family. It is estimated that the Iowa State Lottery will contribute more than $2 to $3 million dollars to this fund.
  • The second program the Iowa State Lottery funds is the Vision Iowa fund. This fund was established to attract tourism to the state of Iowa. This fund is used to build new or repair old tourist attractions. It is also used to repair and build new schools. More than $20 million dollars a year is placed into this fund by the Iowa State lottery.
  • Most of the proceeds from the Iowa State Lottery since 1992 are placed into the general purpose fund for the state. This money in this fund is then used to improve the state in any way that is deemed fit by legislature.

Big Lottery Winners

As with all other state lottery programs, there are numerous winners over the history of the Iowa lottery. One of the most well known is Rich Koenigsfeld from Marble Rock Iowa. Rich, a fuel truck driver, purchased a scratch off Lifetime Riches ticket from a local convenience store in his town, population 361. Rich scratched his ticket and won the $1,000,000 grand prize. He elected to take the lump sum payment of $650,000 and, after taxes, ended up with a little over a half million dollars.

What is interesting about Rich’s win is that he is very humble. Instead of using his press time to talk about how his life has changed, he has focused the discussion on the importance of being an organ donor. Rich lost his son and his daughter-in-law just a short time before winning his jackpot, both of whom were organ donors. His son’s organs were used to give vision to someone who needed it. When asked how he will spend his money, Rich said he will remain humble. He has asserted that he has never been a big spender. He planned to use his money to visit family in Germany and to buy his kids nice Christmas presents that year.
