This attorney doesn't communicate, never worked on my case, never filed anything, hasn't refunded$

I hired this attorney and after four months of no work on my case, no communication and not filing anything, eventhough I had a statute of limitations running and 90 day notice prior to filing on top of the time limits, he never did a thing. He only talked and then didn't communicate when I asked for updates. After four months I let him know he was no longer retained and to refund my $. I have not recieved a refund and my file as of this date.
