Lawrence County has more loose dogs than anywhere Ive been in the world and that covers 2 continents. Ohio laws require that pets be restrained at all times and that they be registered with the state. Currently pets roam at large and create unsanitary conditions. The Dog Warden is responsible for enforcing Ohios laws on canine and other animals (ORC 955) but the office apparently is not living up to its requirement.
